Hide the 'scope' property from forms for now, since this is really supposed to be set by "Role context" as determined by logic code in the controller. Patch by: Todd Larsen

Fix some broken help_text bubbles (they are truncated or not displayed if they contain " double quotation marks). Add notice text (sort of ugly at the moment, Dmitri? :) explaining the "Public name" and "Link ID" fields in great detail.
